The government's White Paper on the EU governance treaty is deeply dishonest. First, it claims that the UK has indeed succeeded in taking 'constitutional characteristics' out of the document – despite everyone else in Europe calling it a constitution (and Open Europe's discovery that it contains 96% of what the first Constitution proposed). Second, it claims that the UK's 'red lines' have held, when they haven't. European Court officials doubted that our opt-out from 'rights' legislation can survive; the common law system is under constant threat from the Court; and the new 'High Representative' for foreign affairs is in all but name an EU Foreign Minister. This indictment comes form the think-tank GlobalVision, whose director Ruth Lea said: "Britain's relationship with the EU will be profoundly altered by the Reform Treaty. No-one should be taken in." "It is vital that a referendum is held on the Reform Treaty." she continued. "Once enforced, there will quite simply be no more significant powers left with the Member States and no further need for any more major treaties."
